.The Sydney Morning Herald says it will come as a great surprise to many that tho Germans have quietly, under the guise of mercantile expansion; been expediti'ously building a naval base within striking distance of the Torres Straits steamer route. The site is on Simpson's harbor, nt Matupi, in German New Britain. An immenie wharf, v thousand feet long, together with a spacious warehouse, lias een built at a cost of £40,000. Tlie site, which is out of the usual trade route, is said to be an ideal one for a naval base, and almost impregnable.
