A doctor from Kabul, interviewed in London, stated that Russia's overtures had not elicited a favorable response from the Ameer or his advisers. An atmosphere of suspicion was universal in Kabul, and the system of espionage was so complete that the Britisli Agent was practically a prisoner. /
