THE CONTRABAND QUESTION.
LONDON, September 26. Renter's St. Petersburg agency reports that while admitting the principle of conditional contraband with regard to foodstuffs, Russian refuses to apply it to coal. Prize Courts and naval commanders* are allowed a liberal interpretation of other articles besidfF provisions. (Received September 27, 8.57 a.m.) LONDON, September 26. Collins and Company, of Dartmouth, had a coal contract with Russia, and Lord Lansdowne, in reply to : Collins 1 enquiries, informed him that it was inexpedient to coal tho Russian fleet and an infringement of the Foreign Enlistment Act, of 1870. Admiral Roshdestvensky then secured all he wanted for the Baltic fleet, taking delivery outside Port Kiel from Ilietrichsen, a coal merchant, who is consul at Kiel.
Tho Express reports that a cruiser, which afterwards proved to be a German vessel, was chased off Quelport. The battleship Ocean was towing a destroyer when the Ocean slipped and the destroyer was cleared for action, and on the German disappearing signalled, "Find am mistaken." The captain of the Ocean believes he was shadowed to see if he was assisting the Japanese.
