GENERAL GRIPENBERG'S APPOINTMENT. (Received September Zt, 8.43 a.m.) LONDON, September 26. The Czar, in a letter appointing General Gripenberg to the command, of the second Manchurian army, states that the intense energy, stubbornness, and high warlike qualities of the Japanese has rendered a considerably . increased force necessary to attain decisive success quickly. General Gripenberg has been instructed to follow the general directions of the Commander-in-chief. The Times believes that Alexiell is meant by this. General Gripenberg has a good record in connection with the Polish insurrection and the operations in Turkestan.
