EMPEROR OF CHINA APOLOGISES TO GERMANY.
FRICTION BETWEEN BRITISH
AND RUSSIANS.
Received October 2, 9 a.m. Homo Kong, October 1.
The Emperor of China has addressed an Edict to the Kaiser, stating that he has ordered official oblations to be offered on Baron Yon Kettoler's coffin, and that the Chinese Minister to Berlin will make oblations on arrival of the coffin there. He appeals to the Kaiser to negotiate peace. Another letter expresses regret to the Emperor of Japan for the murder of the Secretary to the Japanese Legation at Peking, and states that funeral obtations have been orderd.
London, October 1.
Eeuter's correspondent states that friction exists between the British and Russians, each seizing and repairing small sections of railway.
