LI HUNG CHANG'S CUNNING.

In following America's advioe that the Chinese authorities should punish the instigators of the outrages, the hand of Li Hung Chang is conspicuous. Such action is being taken with the hope of averting a blow from Germany. Chinese accounts declare that Li Hung Chang has tardily convinced the Dowager of the deception of the Manohu leaders. Borne accounts represent the Emperor as having soundly rated the princes and other courtiers for the state into which their aotion has brought the country, while the Dowager remained silent.
Eangyi, the Chancellor, and Funien, \ Master of the Police in Peking, are included in the list of those to be j punished, . "
