Other versions of tbe Imperial edict issued at Tai-yuan-fu, on 25th, state that the Throne was not responsible for the situation, which was due to favor shown to the Boxers by Prince Tuan and his brother Tsailan, who are to be punished in a manner to deter others. Several princes are also degraded and dismissed. The admirals have decided that several nationalities shall co-operate in the Russian advance to Shanhaikwan. Count "Waldersee, Commander-in-Chief of the Allies, is proparing to occupy the Imperial Palace in the Forbidden City with an imposing German force ; also to occupy Paoting-fu. The French are reconnoitring thither also, camping at Yangtsun. Winter quarters for troops are generally being prepared at Peking. The Herald's Tokio correspondent says that as a result of the disturbances in Manchuria Russia is now fairly established, and practically holds the whole country. Korea is likey to prove a stumbling block to Russian overtures for RussoJapanese concerted action with regard to Northern China.
