Sir R. Stout's Second Speech.

♦ (per press association.) DUNEDIN, July 2. Sir R. Stout addressed a public meeting last night. He sketched colonial political history for the past 17 vearg, and favored the Crown ho'ding a grip of the land and thought the village settlements scheme would be successful. Referring to borrowing, he said as regards railways in order to complete the lines in hand two millions shmiM be borrowed, and borrowing should then cease. He hoped the time would come when it should be compulsory that no child should leave Rchool until it had passed the sixth standard. A vote ot thanks was pnssed ; also one expressing confidence in Sir R. Stout as Premier.
