ADVICE TO CITY COUNCIL "The City Council was tardy in making an explanation when the new rating system was first suggested, and again when the assessments were issued. It would be wise not to make the same mistake again; it should make a full explanation when the rate demands are sent out," said Mr. C. H. Hain, president of the Hutt Ratepayers' Association, at a meeting of the Association on Monday night. Mr. Hajn said that had a full, explanation been made more promptly there would not have been so much criticism of the Council's proposals. "We might be rated on any one of three systems—capital value, unimproved value, or -annual rental value," said Mr. Hain. "He would be a bold man who would say what the system will be this year—what the Court's judgment will be."
