PREDICTING WEATHER THREE YEARS IN ADVANCE. OTTAWA, Feb. 16. A message from Montreal states tiiat Lady Wilkins announced that she will accompany her husband, on his submarine expedition. Sir Hubert, in discussing plans to establish meteorological stations, said, “They will permit of Aveather prognostication three years in advance. By that I do not mean day by day Aveather but seasonal Aveather. This cannot be until the bureaus have been in operation for at least fifteen years.”
