GERMANY TO BLAME
NEITHER CLEAN HANDS NOB A PURE HEART. (Received This Day, 12.15 p.m.) PARIS, Sept. 25. M. Balthou, Minister of Justice, when unveiling a monument of General Pau, declared there were some denials that history would never.accept from howsoever high authorities, for they were unable to face the facts and documents. Germany had neither pure hands nor a pure heart in 1914, otherwise she would have accepted the offer of mediation and avoided war. After submitting to her cruelties we would never allow her to dishonour our dead who fell on native soil devastated by the German so-called spirit of conquest.
