CALL FOR CIVIL WAR “To Avert Revolution” OPPONENTS ARMING (By Telegraph—Press Assn.—Copyright.) (Received 5, 10.55 a.m.) PARIS, April 4. The Royalist leader, M. Charles Maurras, has published under a four-column heading in “L’Action Prancaise” an open call for civil war. He appeals for the millions of France to arm the Royalists. He alleges that Russia and Germany are arming Socialists and Communists, for which the middle classes must acquire machine-guns to avert a revolution.
