THE GERMAN CONSUL'S ACTION. PUNISHMENT IN STOEE. A SUGGESTION FOE SETTLEMENT. Received January 24, 1 a.m. Washington, January 23. The German Ambassador at Washington assured Colonel Hay that if the action attributed to the German Consul at Apia and to Dr. Eaffel is confirmed it will be disavowed, and the offenders punished. Berlin, January 23. The German cruiser Cormorant has been ordered to proceed to Samoa. The German Press adopts a moderate tone, and suggests that the Ambassadors <of Britain aud America at Berlin should settle the dispute with Herr von Bulow, German Minister for Foreign Affairs.
