THE WOEK OF CONSTEUCTION. NEUTRALITY GUARANTEED. JBeceived January '24, 1 a.m. , Washington, January 23. The 'work of constructing the Nioaragua canal will occupy- six years, at a Uosfc of 115,000,000 dollars (.£23,000,000) supplied by the Treasury. All nations will pay the saase canal tolls. Neutrality will .be guaianteed.. President M'Kialey has been requested ; to secure the abrogation of the ClaytonBulwer concession and authorised to acquire another route if Nicaragua declines to grant suitable terms.
