A RUSSIAN NOTE. deceived January 24, 1 a.m. CoNSTATmtJOFLE, January 23, Count Muravieff, Kaesian Minister for Storeign Affairs, has informed the Porte that Russia and Austria will prevent the Balkan States aggressively interfering with Macedonia.
