The efforts of that section of Senators who urge that the United States should asßume the right to refuge to foreign ships permission to enter the Nicaraguan Canal when it is constructed have failed. The question cropped up in the Senate yesterday, during a discussion on the bill providing for the construction of the canal, when it was proposed to add a clause to the till providing that the United States should have absolute control in war time. . This motion, which was in opposition to the terms of the Clayton-Bulwer treaty, was negatived by a large majority. '
