MINING SCANDAL.
A PREMIER'S PROCLAMATION. Beceived January 20, 9 a m. Ottawa, January 19. The Premier of British Columbia, whose connection with goldmining syndicates has proved the subject of hostile comment, has in the name of the Government ißSued a proclamation prohibiting aliens from placer mining within the colony. t This proclamation is aimed at citizens of the United States, who constitute the majority of 'the alien miners in British Colombia, and they are reported to be dismayed at the prohibition, .which practically takes from them their means of livelihood.
