Latest advices from the seat of war are unfavorable to the allied forces. Specie payments, by order of the government, have been resumed at Monte Video ; in consequence, two banks have stopped payment. Baron Mana announced that he would place the Monte Video Bank in liquidation.
2000 foreign troops had been landed to protect the custom-house and banks.
