Ottawa, C.W., May 10. It is understood that the Queen's proclamation creating the dominion of Canada and appointing members of the Senate, will shortly be issued. The Act will take effect in the first week in July, when Lord Monck will be sworn in as first Viceroy or Governor-General. Then will follow the appointment of Privy Councillors, four Lieut.-Governors, and the general organization of the confederate and local governments.
