Copyright.) Received 3 p.m. to-day. BERLIN, Feb. 20. The ex-Kaiser is hard up and wants to return to Germany.
Thus far. President Hitler has refused to allow him to return owing to the danger of his becoming a focal point of Monarchist agitation. The ex-Kaiser would be able to draw much bigger sums from Germany if he lived in Switzerland, but he is not desirous of doing this. When the exKaiscr left Germany liis personal fortune was estimated at £25,000,000.
