According to Hector Bigwater, the “Daily Telegraph’s’’ naval editor, unless the forthcoming navy estimates provide for the early construction of at least six cruisers, two flotillas of destroyers and .12 submarines our navy in three years hence will be far below the standard strength post ulated in the London Treaty, while by the date of the next limitation, conference it will consist mainly of obsolete*, useless for bargaining purposes. Ho adds that it looks as though the Government is determined to leave it® successors the thankless task of introducing a large and expensive shipbuilding programme.
