APPEAL TO BRITAIN
RESTORATION OF FAITH
(British Official Wireless.! Received 1.10 p.m. to-day. RUGBY, J«n. 2. Addressing the Federal Structure sub-committee at the Indian Gouterence, a leader of the representatives of moderate opinion in British India objected to* the powers of certincation which prevented the Legislative from using to its full height and contrasted the position with that prevailing m self-o-overniug Dominions at present. Hei declared that neither the Gov-ernor-General nor the Executive Council was answerable to thei Legislature. Their responsibility was to the Crown and the British Parliament through the Secretary of State. If the Legislature knew' it was responsible and that its vote might throw out a Government, it would act with more moderation. He would like the Governor-General to continue to hei appointed bv the Crown as at present and would like to make it impossible for tlie Com-mander-in- Chief to be a member of the Executive. He asked that the Governor-General’s choice of Ministers for the Crown should he without restriction as to race and thought it should not he difficult to fashion a clause in the constitution acknowledging, in the clearest terms, India’s liability to meet her debts and interest. . . Concluding, he appealed to Britain, whose Government had done more for liberty than any other Government in the world, to restore India’s faith and notably that of those who, in many eases,' were in gaol because of acts done arising out of lank of faith.
