Bill’ was introduced by the Governor-General’s message and' read a first- time. Urgency was accorded (lie passing- of flvei Bill .through all -stages. Explaining the measure, lion. E. A. Ransom said that no new principles were embodied in it. The debate was still in -progress when the House adjourned at 1 p.m.
