Received 10.55 a.m. to-day. SHANGHAI, July *23. Millions of locusts are threatening disaster to cereal ci'od© in the farming districts surrounding Shanghai, Paioshan, Woosung and Pootung. Black cloud'like swarms, some of the locusts being the size of swallows, swept over those districts, obliterating the sun like' thunder clouds and terrifying the. natives. Acres of rice crofts have been .ompic-telv eaten.
