Received 12.20 p.m. to-day. SHANGHAI, May 2. A J apanese news agency reports that the withdrawal has been ordered from Tsinanfu of Japanese troops sent to protect the nationals. The crisis is passed and order has been restored. Other reports state that the Japanese forces are continuing towards Tsinanfu, and have already come into conflict with Chinese looters, necessitating the use of firearms. Southern troops are well disciplined, but the Northerners are scattered, leaderless, and are retreating pellmell across the Yellow River. The Shantung province is rapidly filling with Northern deserters and defeated troops. The authorities are preparing to offer stubborn resistance. The Southerners’ next objective is believed to be Tientsin, which is occupied by many foreign troops.
