Southern troops are well disciplined, but the Northerners are scattered, leaderless, and are retreating pellmell across the Yellow River. The Shantung province is rapidly filling with Northern deserters and defeated troops. The authorities are preparing to offer stubborn resistance. The Southerners’ next objective is believed to be Tientsin, which is occupied by many foreign troops.
