LONDON, Sept. 14. Newspapers of all shades agree that the coal owners' refusal to negotiate a national settlement has created an awkward situation for the Government.

The Cabinet’s coal committee meets to-day, but it is considered unlikely that -any decision will be. reached before the full Cabinet meets-on Thursday under Mr Baldwin’s presidency. The Daily Express considers it unlikely that’the Government will attempt to coerce the owners, while Liberal and Labour papers express the opinion that as the. Eight Hours .Act was passed on the understanding that there would be a national agreement, the Government is committed to seek such by arbitration, or otherwise, without considering the owners any further.
