ON DUTY IN CHINA. POSITION OF EXCHANGE SHIPS. BY CABLE—PEESS ASSOCIATION-COPYRIGHT. Received July 9, IO.'O a.m. MELBOURNE, July 9. In the House of Representatives, the Prime Minister, Mr Bruce, replying to a question regarding tne warship Brisbane, now in Chinese waters, said that in communications with the British Government the principle of the exchange, as' it affected the Brisbane, wa s clearly defined. He reiterated that an exchange cruiser was under the command of the admiral in charge of the station to which the cruiser was attached. The admiral had authority to use an exchange cruiser in the same way a s he would use vessels belonging to "his own squadron. That authority extended to the necessity for safeguarding the lives and property of British subjects. If any further action were contemplated, the admiral had to obtain authority from the British or Australian Government, as the case may be. The Ministry had not taken steps to recall the Brisbane.
