APPEAL TO RUSSIANS. FORMATION OF RIFLE CLUBS. SOVIET’S LATEST ACTIVITY. BY CABLE—PRESS ASSOCIATION—COPY RIGHT. (Received May 12, 9 a.m.) LONDON, May 11. The Times’ Riga correspondent says that the Moscow -press publishes an appeal by General Kameneff, chief of the Red Army’s 'General Staff, urging the extensive formation of rifle clubs, in order to counterbalance Western European military institutions. He says: “There, is not a minute to lose; rifle practice must be encouraged.” The chief Government departments are eo-operating by instituting competitions for prizes.—Times.
