U.S a Plan to Set Greece on Her Feet Again

WASHINGTON, April 30. Mr Paul Porter, former O.P.A. administrator, who recently led the American Economic Mission to Greece, has recommended, in a report to the Secretary of State, General Marshall, that a live years’ reconstruction and development programme be adopted for Greece, costing 335 million dollars. He did not specify who would pay for the work. He expressed the hope that “direct American assistance” would not be necessary after June 30, 1948. His recommendations are:— Firstly: The sending to Greece of an American recovery mission with broad powers over the expenditure of the American funds for Greece. Secondly: An overhaul of the Greek taxation and revenue system, with strict controls; over the Greek economy, including the prices and rents. He added that Greek profiteers and black marketeers thrived while masses of the people lived on bare sustenance.
