NEW YORK DISPUTE GOES TO ARBITRATION. (Rec. 7.15). NEW YORK, Feb. 13. General O’Dwyer ..(Mayor of New York) has announced that the tug boat strike has been called off, and that the men are returning to work to-morrow morning, pending arbitration in the wages, and hours dispute. PHILADELPHIA STRIKE PHILADELPHIA, Feb. 12. Three million people in Philahave been deprived of all bus, tram, subway and elevated train services, due to the strike of transport workers who are demanding wage increases. Pittsburgh power service employees called a strike which threatens to cut off electricity to nearly two million people in a fifty mile area. Tramway services are already suspended.
