U.N.O. & JAVA Decision of Council AGAINST SOVIET DEMAND. LONDON, February 13. The Ukrainian proposal before the Security Council regarding Indcnesia was lost. Only Russia and Poland voted foi’ it. Mr Makin declared the resolution lost. M. Vyshinsky (Soviet) proposed an amendment that a commission be sent to Indonesia comprising representatives of Britain, Russia, China, America, and the Netherlands to “clarify the existing situation and contribute to the re-establishment of normal conditions.” M. Vyshinsky’s amendment was lost, only Russia, Poland, and Mexico voting for it. “The whole honour of the British Government in its conduct of this business of Indonesia is involved,' said Mr. Bevin, speaking to Mr. Vyshinsky’s amendment. “We cannot accept the implication that we attacked the Indonesian Nationalist Movement. We never have nor are we likely to. I think this Russian amendment is the most unfriendly thing to put up against the conduct of British troops in this delicate and difficult operation. If the other’ Governments represented here ask to be trusted, I ask the British Government to be trusted in carrying out these duties.” Any suggestion that Britain had done anything else than she was asked to do would “meet not only resentment, but stubborn opposition. The General Assembly oi the United Nations approved a provisional budget of 21,500,000 dollars, 16,500,000 dollars of which are being taken up by the expenses of the Secretariat. The Dominions, with Mr Fraser (New Zealand) as the spearhead, had success in the Assembly, to-night, when the Assembly agreed to a shorter term for members of the Security, Economic and Social Councils of one year. The Legal Committee recommended that the term should end next September. Another proposal was a term to September. 1947, giving respectively terms of eight and 20 months. The struggle for a twelvemonth term went through the Legal Committee and then the Assembly, which referred it to the General Committee. This committee recommended a 20-months term. Mr Fraser’s amendment altering tins was carried bv the Assembly by 27 votes to 19.
