hesitate to plunge the country into inconvenience rather than let tho programme fail. The Alinister replied that if tho country was to he involved in a disaster, it would lie strong and brave enough to hear it. Tlio Government would not hesitate to tell the country the truth.
Air. Churchill argued that the Government’s programme was inadequate and could not punctually he carried out. All Europe was arming, he said. “Show mo a single, quarter of tho world where there is improvement,” ho said. “Show me a single reassuring fact. Everything is worse from the viewpoint of peace and safety, compared with this time last year. Yet the Government’s programme already is heavily in arrears.

He pointed out that Germany’s whole industry was organised for war. ' Sir Thomas Tnskip’s speech conveyed no idea of tho smoothness with wliieh Germany could pour cut an almost limitless flow of the most, horrible weapons for human destruction over placed in the hands of men.
Lieut.-Commander R. .T. Fletcher urged the Government not to wait .until 1037 Tor an Imperial conference. He urged that iho Dominion Prime Ministers should he summoned immediately to settle the future foreign policy of iho commonwealth, arid 'defence plans to fulfil that policy. The world would not he slow to appreciate nil it implied.
