Mr Hector By Water, the Daily Tele graph’s naval correspondent is able to announce an important change iu the French, navri. policy. The Supremo Council of Marine has decreed that heavy capital ships shall form the backbone of the fleet in future, and consequently it has been intimated t u the other Powers that France oan not permanently accept the capital ship ratio a lotted by tlie Washington Treaty. The French Navy has become definitely ‘battleship minded’ and no longer pins its faith to submarines and light- surface craft, of which a large number have beer, built since tlie war.
