NEW PROPOSALS TO AMBASSADORS. LONDON, Oct. 24. The German Ambassador yesterday handled the Fore gn Office a copy of a German Note to the Conference of Ambassadors detailing German dsarnrment. Pending d.scussion by the Ambassadors no date is fixed for the commencement of the evacuation of Cologne, but it is expected arrangements for it will he celebrated as the result of the Locarno negotiations. — Reuter.
