FLOGGING FOR CRUELTY TO ANIMALS.
LONDON. April 15. Captain Arthur Evans is introducing a Bill in the House of Commons, authorising magistrates to order flogcing m addition to hard laboi in the worst cases of cruelty to animals.
FATAL AFFRAY ON TRAIN. (Received April 16, 5.5 p.m.) PARIS. April 16. An affray at Le Ferte Sous Jouarre was due to three deserters arranging to rob a well-to-do passenger in order to get money to go to America. A sleeping officer was the victim. A. and N.Z.C.A.
