QUESTION OF RESERVATION. (Received Feb. 25, 5.5 p.m.) WASHINGTON, Feb. 23. Following a conference with President Harding, Senator Lodge indicated that an agreement liad been reached on the reservation to the Four Power Pacific treaty. It is understood that the President’s reservation states that nothing in the treaty preamble or the body shall lie construed as/ placing the United States under obligations to use force for carrying out the treaty; that it is not nn alliance but an adjustment subject to Congressional sanction. Senators Borah and Johnson said that the reservation was not acceptable.—A. and N.Z.C.A.
