NEW COURT OF APPEAL. BALLOTS TO BE SECRET. By Telegrapli—Special Correspondent WELLINGTON, July 31. Labor legislation will be introduced by the Government this session. The Bill is not yet ready for introduction, but its character will, no doubt, be clearly explained in the Budget. Its principal proposal is the reconstitution of tlie Arbitration Court
Proposals will also be made in x.;e Bill providing that important proposals submitted to the members of a Union must be decided by a secret baLlot conducted under official supervision. It is also possible that causes will be included to remedy the defect in the Amendment Act of last year when provision was made for an industrial agreement to be declared an award, but the .Legislature did not decide upon whom' such an award would he binding.
