(11 a.m.) LONDON, Dec. 12. After midnight the United Nations Assembly began discussing the Korean question. The Ukranian delegate, M. Manuilsky, when explaining why he voted against the resolution proposing a permanent United Nations Korean Commission interrupted his speech to point out that the New Zealand Prime Minister, Mr. Peter Fraser, was sleeping peacefully. Mr. Fraser, his head resting on his arm, did not stir.
