Soviet Envoy Accused Of Publishing Secret Decisions

NEW YORK, Dec. 10

The chairman of the Far East Commission, the American. Major-General Frank McCoy, today accused the Soviet Ambassador, M. Alexander Panyushkin, of violating the custom by issuing press releases on actions taken by the commission in secret session.

General McCoy issued a statement replying to M. Panyushkin’s press release yesterday criticising the Far East Commission for rejecting the Russian proposal which would have given the Soviet a greater voice in Japan’s econo, mic future. . General McCoy said the majority of the commission regarded one part of the Soviet proposal as vague or unnecessary and the other as outside its jurisdiction.
