WESTERN HEMISPHERE AMERICAS’ DECISION BOGOTA, April 23. The Pan American conference yesterday condemned the existence of colonies in the Western Hemisphere and decided to establish a special commislion to investigate peaceful means of getting rid of them. The commission will report its findings to a meeting of Pan American Foreign Ministers. \ The conference also approved a motion condemning the political methods of international Communism. The motion condemned other forms of totalitarianism and recommended that •each of the 21 participating nations -should adopt the means to combat Communism. >
