U.N. COUNCIL DEADLOCK
FUTURE OF KASHMIR INDIA-PAKISTAN DISPUTE (11 a.m.) NEW YORK, April 20. India and Pakistan both told the Security Council yesterday that the council’s draft resolution to end the fighting in Kashmir and decide the State’s future by a plebiscite was not acceptable. Sir Zafruliah Khan, Pakistan, submitted an alternative resolution resembling that before the council, but proposing. that Pakistan troops be stationed in the Moslem areas and Intr °°Ps in the non-Moslem areas. Mr Gopalaswami Ayyangar, India, objected to this proposal because it would place Pakistan troops in roughly 80 per cent of Kashmir. He said the draft resolution was not acceptable because it paid scant attention to the mam problam—Pakistan’s aid to the troops who invaded Kashmir. council adjourned the discussion till Wednesday.
