OFFICES IN LONDON (1130 a.m.) LONDON, March 12. The underground wartime headquarters of tho War Cabinet and the Allied Chiefs of Staffs in Whitehall will be preserved for their historic value. The headquarters include a power .station and radio station designed to accommodate 2000 people.
