FINN DELEGATION
TALKS IN_ MOSCOW LEFTIST ELEMENTS TREATY NEGOTIATIONS (11.45 p.m.) HELSINKI, March 9 The Finnish Cabinet has appointed a Leftist-tinged delegation for the Moscow talks on a Russo-Finnish friendship and mutual assistance treaty. Three members, however, represent Parliamentary groups who are opposed to a military alliance with Russia. The Socialist Prime Minister, M. Mauno and the Foreign Minister, M. Carl Enckell, Independent, lead the delegation. The talks are expected to begin on March 20. The Finnish delegation will have strictly, limited powers of negotiation, says the Daily Telegraph’s correspondent in Helsinki. They will have no power to sign any agreement before it has been approved by a two-thirds majority of the Finnish Parliament.
