PEACE NOT GOAL FRENCH LEADER’S VIEW TIRED OF REFEREE ROLE (N.Z.P.A.— Reuter—Copyright.) (11 a.m.) PARIS, Dec. 15. France could not act any longer as referee between the United States and the Soviet Union, said the French Foreign Minister, M. Bidault, in an interview published in the newspaper Paris Presse. “It is obvious that the Soviet Union’s efforts are no longer aimed at peace,’ he says. “France has done everything possible to help Moscow and Washington to understand one another.” Commenting on France’s expulsion of some Soviet citizens, Mr. Bidault said that if Russia were in France’s place, she would not nave the delicacy to send undesirable people to the frontier but would imprison them.
