REPRISALS UNLIKELY
EMPIRE CUSTOMS UNION ATTITUDE OF AMERICA (11 a.m.) LONDON, Sept. 19. A British Commonwealth Customs Union in the literal or classical sense of the term can be absolutely ruled out, said a Dominion official who attended the Commonwealth dollar talks at the Treasury today. He added: "The term has been far too loosely used during the past week or two.” The official recalled that a Customs Union was suggested as far back as 1903, but while the parties.then were prepared to discuss preferential treatment, none went as far as suggesting absolute free trade. It was the same in the present crisis. Tl’ere was little doubt that 3ritain was firdine the Dominions willing to consider preferential trading within the Commonwealth. The general feeling at the London talks was that the United States would not launch tariffs or olhei reprisals against the Commonwealth.
