FOUR-POWER RULE FAILS
BERLIN, Dec. 5,
Mr. William Doherty, vice-president of the American Federation of labour, blamed “the well-known iron curtain” and “Communistic influence,” when he told reporters that the Russian and French authorities had refused permission to the federation delegation to enter their zones. The delegation has been studying trade unions in Germany. Mr. Doherty paid a tribute to the co-operation received from the British and American, authorities. He attributed the French refusal to permit the delegation to visit Mainz to the “advice of Communistic influences within the World Federation of Trade Unions.”
Mr. Doherty expressed the opinion that the four-Power Government is a colossal failure. He said the fear of reviving German industrial capacity was the "biggest bugaboo of all time.” German industry must be revived.
