INTERNATIONAL BANK SPECULATION ON CAUSE (10 a.m.) NEW YORK, Dec. 5. The resignation of M. Eugene Meyer as president of the International Bank has created considerable concern and discouragement over the outlook for the entire structure of the new organisation for international financing, says the New York Times’ financial editor.
