MORE ESSENTIAL DUTIES BIG RUSSIAN PROJECTS (Special Correspondent.) (10.30 a.m.) LONDON, Dec. 5. ■ Reports from Moscow state that a considerable proportion of Russian workers at present engaged in what is regarded as non-essential work are shortly to be released so that they can take up‘work regarded as more essential.

For some time past party officials have complained about the number of people in non-essential jobs in Moscow. One estimate places the number as high as 30 per cent. The released workers will be allowed to choose new occupations and will be given special training to fit them for their appointments. The new fiveyear plan calls for widespread decentralisation of industries and is expected to lead to important new developments in the Urals, the South-Eastern Asiatic Republic, and in Siberia. The released workers are urgently required to assist these projects. ,
