OCCUPATION OF VIENNA RUSSIANS” MOVE AWAITED LONDON, Sept. 2. British forces who were scheduled yesterday to occupy and administer five Vienna districts have thus far taken over only two because the Russian withdrawal is not complete, says the Associated Press correspondent in Vienna It is believed there is a conflict over the large barracks which at present are housing 2000 Russians. The British want the barracks and the Russians are not yet ready to give them up.
