OPEN WAR URGED
SUGGESTION TO BRITAIN SATELLITES OF AXIS (Reed. Nov. 1, noon.) NEW YORK, Oct. 31. Russia has asked Britain to declare war on Finland, Hungary and Rumania, says the Washington correspondent ,of the Associated Press of America, quoting authoritative sources. The Soviet, it is understood, has taken up the position that Russia is at a political disadvantage by these three countries being technically at peace with Britain, when all three are at war with Russia.
